China-Russia Naval Drills Aim at Strategic Rebalancing of Power

From September 10 to 16, Russia carried out its largest naval and air drills in recent memory, dubbed “Ocean-2024.” This grand exercise involved over 400 naval vessels, 120 military aircraft, and approximately 90,000 troops, with notable participation from China and observers invited from 15 other countries. Far beyond a mere display of might, these drills reflect a partnership for enhancing military synergy aimed at shifting global power dynamics.

MILITARY STATEGY BEHIND THE DRILLS

The “Ocean-2024” drills are more than a show of force; they represent a calculated strategy by China and Russia to bolster their military interoperability and assertiveness.

By engaging in joint naval and air exercises, the two countries aim to synchronize their operational tactics and enhance their strategic capabilities. For Russia, this exercise allows it to project power into the Indo-Pacific while still managing its ongoing conflict in Ukraine, demonstrating its capability to engage on multiple fronts.
